The seven departments demanded that all localities fully implement the favorable policies on pricing, taxation, medical insurance, land, key discipline construction, and job title assessment, and support the organization and development of a number of non-public medical institutions. It is necessary to further open up the medical service market, relax the scope of access for social capital to hold medical institutions, and actively introduce powerful medical enterprises, overseas high-quality medical resources, social charities, foundations, commercial insurance institutions, and other medical institutions to hold non-profit organizations. Medical institutions give priority support.

The seven departments emphasized that the province’s newly added medical and health resources should give priority to the organization of social medical institutions for medical institutions under the conditions of meeting the admission criteria. At the same time, it is necessary to strengthen the supervision of private medical institutions, establish and improve the management system of medical institutions with different operating characteristics, and promote the healthy and sustainable development of private medical institutions.
